Comprehensive guidelines for participation in the Universal Reading Mission's programs, fellowships, and initiatives to promote reading culture and book gifting.
Objective
The Universal Reading Mission (URM) aims to serve society and the nation by promoting reading and the culture of gifting books to build a wise, healthy, wealthy, and happy society. The Mission believes that "A leading nation is a reading nation" and that "Reading maketh a full man and a full woman."
The Mission welcomes individuals committed to serving society without seeking personal or commercial benefits, fostering integrity, honesty, and human values through reading.
Pure Intentions
All participants must have pure intentions to serve society and nation without seeking commercial or undue benefits.

Encourages reading, develops responsible citizens, and infuses human values

Culture of Gifting Books
Motivates individuals to gift books and develop gifting culture
Participation
The Mission invites participation from well-wishers, fraternity members, fellows, readers, and consultants with pure intentions to serve society.
Registered Reader
An individual who possesses at least one URM publication or designated book (purchased or gifted) and registers with the Mission using the unique identifier of each book copy.
Fellow
An individual who gifts a minimum of 10 URM publications or designated books, registers as a Fellow, and is approved by the Mission. Fellows are also Readers and must register as such.
Fellowships, Scholarships, Awards, and Rewards
Discretionary Nature
The Mission may offer fellowships, scholarships, awards, and rewards at its sole discretion to promote reading and the culture of gifting books. These are secondary activities and not mandatory.
Eligibility Criteria
- • Only Registered Readers and Fellows are eligible
- • Scholarships awarded based on tests or random selection
- • Fellowships and awards granted to active Fellows
- • Must promote reading and book gifting actively

- • Support education, including children's education
- • Facilitate cultural and literary programs
- • Enable purchase and gifting of books
- • Promote social service and dignified living
Test Structure and Selection Process
Test Components
Part A: Mission Book Questions
20 questions based on designated URM book
Qualifying marks: 28 for toppers, 10 for random selection
Part B: General Knowledge
30 questions on general awareness/knowledge
Qualifying marks: 42 for toppers, 14 for random selection
Test Format
- • Duration: 30 minutes total
- • Online: 30 seconds per question
- • Offline: 30-minute duration at designated centers
- • Dates and locations announced on URM website
- • Up to 3 rounds for tie-breaking among toppers
Scholarship Sharing and Limits
Sharing Rules
- Scholarships shared equally between Reader and Fellow who gifted the book
- Readers who purchased their own books do not share with a Fellow
- Original Fellow remains associated for scholarship-sharing purposes
Test Limits
- Up to 3 test attempts per book copy
- Maximum 3 scholarships per book title per Reader
- Multiple copies allow separate registration
- First copy: 3 attempts, subsequent copies: 1 attempt each
Rules and Regulations
Registration
- • Every Reader must register with each book copy using unique identifier
- • Fellows must register both as Readers and Fellows
- • Valid unique identifier required for all registrations
Test Participation
- • Only Registered Readers and Fellows may take tests
- • Check URM website for test announcements
- • Verify book editions before test participation
Fellowship
- • Must gift at least 10 URM books
- • Requires Mission approval
- • Fellowship rewards valid for one year
- • Extensions at Mission's discretion
Conduct
- • No malpractices or disputes allowed
- • No undue claims or actions that tarnish Mission image
- • Violations result in immediate disqualification
Verification
- • Must present valid book copy for scholarship claims
- • Failure to verify invalidates eligibility
- • May result in two-year registration block
Book Operations
- • Mission sells books to promote reading
- • No donations accepted
- • Books can be gifted to new unregistered Readers
Important Disclaimers
Mission's Rights
- • Right to modify test procedures and scholarship criteria
- • Right to cancel tests, scholarships, fellowships without explanation
- • Right to cancel readership/fellowship status for violations
- • All updates posted on URM website
Notifications
- • Personal notifications at Mission's discretion
- • General announcements via URM website
- • Participants responsible for checking updates
- • No guarantee of individual communication
Final Authority
The Universal Reading Mission reserves absolute discretion in all matters related to fellowships, scholarships, awards, tests, and participant status. All decisions are final and binding. The Mission's primary objective remains promoting reading culture and book gifting for societal benefit.
